A law is an official rule or regulation created by Congress or another legislative body that governs behavior within a society or country. Laws are also known as legislation, bills, and statutes. A bill is a proposed law and a statute is a written law passed by a legislature. When a committee votes to report a bill to the House, the staff writes a Committee Report describing the purpose and scope of the bill, setting out its section-by-section text, explaining amendments, and listing laws being repealed or replaced. The committee report is an important part of the legislative history of a law and is used by judges and others as a source of information about a law’s purpose and meaning.
